Saint Lucia Labour Market Needs Assessment Survey

Under the World Bank funded Human Capital Resilience Project (HCRP), the Government of Saint Lucia, through the Ministries of Education and Equity, is seeking to:

  1. improve the labor market relevance of skills in selected sectors; and
  2. increase the efficiency and coverage of the Social Protection (SP) system in

Saint Lucia.

To achieve these objectives, the HCRP focusses on two main components:

  1. A component on Technical and Vocational Education and Training (TVET), which concentrates on the promotion of higher quality technical and socio-emotional skills and the transformation of the TVET sector from a supply-driven system to a demand-driven system that responds to a dynamic labour market; and
  2. Strengthening Social Protection Policy Frameworks and improving the implementation of flagship social programs with an emphasis on increasing the efficiency and coverage of the Public Assistance Programme (PAP), Saint Lucia’s main cash transfer programme.

With the support of the HCRP, the Government of Saint Lucia contracted Dunn, Pierre Barnett and Co. Canada Ltd to conduct a 2024 Labour Market Needs Assessment Survey (LMNAS) with the support of the Central Statistical Office. The information requested and collected via the LMNAS is crucial to ensure that national plans and policies reflect the needs of the business community supporting the transformation of the TVET sector while at the same time shaping the future of Saint Lucia’s workforce ensuring that our industries remain competitive and well-supported.
